City Code Sec. 5-3 governs where garbage and trash containers sit. Containers must stay on the private property of the person receiving service and be easily accessible to code enforcement and solid waste inspectors; commercial dumpsters specifically must be kept inside a fully enclosed structure or fully screened behind an opaque fence, wall, landscaping, or gate, and stored on a nonabsorbent, smooth, easily cleanable surface. Dumpsters may never sit on city rights-of-way, public property, or a neighboring property the waste generator doesn't own or occupy.

A property owner who can't comply because of a physical limitation may apply to the director of development services for a waiver, showing a unique hardship, and may appeal a denial to the city council within 30 days. Sec. 5-3(b) requires containers to sit at the rear of the premises regardless of the property's normal use; if there's no rear area, they may go on the side, no closer to the street than the front building line, and must be camouflaged or screened from street view.

Storing garbage in an open can or a covered part of a garage or building is barred without written approval from the public works director. For residential supercans, Sec. on the day of pickup. Sec. 5-4 additionally requires all supercans and dumpsters to be kept in good, clean, odor-free condition with covers closed to keep out insects, subject to inspection by code enforcement or the solid waste division.
