Under Sec. 54-142 of the Code of Ordinances, garbage and recycling containers must be kept together at a point on the premises immediately adjacent to either side of the residence, set behind the front building elevation, and screened from view from any street. Containers can't sit on city, public, or a neighbor's property. Lots facing a used alley must place containers within easy access of the alley instead. Sec. 54-144 requires containers to be emptied at least twice weekly in residential districts, and garbage can't accumulate on any premises for more than four days. Sec. 54-143 requires containers stay in good repair with tight, insect-proof covers.
