Montebello, CA Trash & Recycling: Collection Schedule (2026)

Section 8.12.020 lays out how residential and commercial trash service is legally provided in Montebello. Under subsection A, the city itself may use its own forces to collect, carry, convey or transport solid waste, construction and demolition (C&D) debris, and recyclables from every single-family residential, multiple-family residential, commercial and industrial premises in the city. Alternatively, subsection B has the city enter non-exclusive franchises with solid waste haulers that already met the city's licensing requirements and were duly licensed as of March 31, 2004, to run commercial collection.

Those franchises began on their effective date and ran an initial seven-year term ending March 31, 2011, then renew automatically for one-year extensions each April 1 as long as the franchisee keeps complying with the chapter, the city does not move to terminate, the city council approves the extension by majority vote, and the franchisee does not send written notice declining the extension within twenty working days of that April 1. Subsection C lets the city issue regulatory franchises limited to haulers who held current business licenses as of that same March 31, 2004 date, and subsection D lets the city license recyclers separately to collect from multi-family, commercial and industrial accounts, provided their loads carry no more than ten percent residual waste.

This structure means every occupied property in Montebello is covered by mandatory collection arrangements, whether through the city's own crews or a franchised hauler, and haulers cannot legally operate in the city without a franchise or applicable license under this chapter.
