Montebello, CA Trash & Recycling: Illegal Dumping (2026)

Section 8.12.030(A) bars anyone from letting the contents of a cesspool, septic tank, sewer or sewage effluent, excrement, slop water, butcher shop offal, garbage, rubbish, litter, dead animals or fowl, greases, oils, or any other putrid or offensive matter or solid waste remain or be deposited or discharged on the ground, on any premises, in any building or basement, in a public street, or into standing water, a stream or an excavation. The only carve-out in that subsection is depositing waste at a lawfully permitted solid waste disposal facility.

Subsection B separately forbids letting solid waste, C&D debris or recyclables accumulate on residential, commercial or industrial property in quantities that are unreasonable or a hazard to public health or safety, and subsection C bars anyone from hauling solid waste through city streets without a franchise, except landscapers hauling their own green waste, nonprofits collecting recyclables for fundraising, building contractors moving their own C&D debris in owned or rented bins, and generators self-hauling their own waste to a disposal facility. Subsection E makes it unlawful for anyone but the property owner or an authorized, franchised party to interfere with, move or take contents from another party's solid waste or recycling receptacle.

Subsection G, the enforcement clause, declares any violation of the section a misdemeanor, with each violation a separate and distinct offense; the only stated exemption from the section as a whole is for Montebello's own city employees performing their duties.
