Summary

North Las Vegas requires every property connected to water service to subscribe to solid waste collection and pay for it: there is no opting out. Municipal Code § 8.20.260 ties trash service to the water account and only allows a customer to stop paying if the premises has no water connection for a full billing period.

A.To ensure the uniform, safe and sanitary treatment of solid waste in the City and to discourage the illegal handling and disposal of solid waste, it shall be mandatory for any person owning, occupying or managing any premises in the City which are connected to water service to subscribe to solid waste collection service provided by the City or its authorized exclusive franchisee and to pay the charges specified in this Chapter. No person may discontinue paying for solid waste collection service for his or her premises, unless such premises are not connected to water service for the entire billing period. ... D.If any person fails to pay the charges authorized by this Chapter by the date they become due and payable, a penalty shall be added thereto. ... The penalty added by the exclusive franchisee for services billed by the exclusive franchisee will be two percent per month (or fraction thereof) of the delinquent amount.

Full Breakdown

20. A customer cannot simply cancel: the code allows discontinuing payment only where the premises is not connected to water service for the entire billing period. To actually stop paying, subsection (B) requires the customer to request discontinuation and provide proof no water service reaches the premises; no fee applies to disconnect or later reconnect solid waste service for residential customers. Charges are billed on the City's monthly utility bill (or by the exclusive franchisee on the first business day of the billing period) and are due within 30 days; on-call service charges can be billed at time of service. 350 or qualifying charitable organizations. 520.

Violations & Fines

Unpaid solid waste charges draw a 2% per-month penalty under § 8.20.260(D) and become a debt the City or its franchisee can pursue in civil court; under § 8.20.280 the unpaid charges and penalties attach as a lien on the real property itself, collectible the same way as a delinquent tax assessment. Because service is tied to the water account rather than a separate opt-in, a property owner cannot avoid billing simply by declining pickup: only proof of no water connection for a full billing period, submitted under § 8.20.260(B), stops the charge.

Frequently Asked Questions

Can I opt out of trash service in North Las Vegas?
Not while connected to water service. Section 8.20.260(A) makes solid waste collection mandatory for any premises connected to City water, and you can only stop paying if the property has no water service for an entire billing period, per subsection (B).
What happens if I don't pay my North Las Vegas trash bill?
Section 8.20.260(D) adds a 2% monthly penalty to overdue charges, and § 8.20.280 turns the unpaid balance, including penalties, into a lien on the real property, which the City or its franchisee can enforce the same way as a delinquent tax.
Is there a fee to restart trash service after it's disconnected?
No. Section 8.20.260(B) states no fee may be charged to discontinue or later reestablish solid waste service to a residential customer's premises once it has been properly discontinued for lack of water service.
