Ankeny, IA Trash & Recycling: Dumpster Rules (2026)

Ankeny Code of Ordinances Section 110.10, Waste Storage Containers, requires every person owning, managing, operating, leasing or renting a premises where refuse accumulates to maintain containers in good order. Subsection 1.B addresses commercial dumpsters specifically: where an excessive amount of refuse makes portable containers impractical, the owner or operator must maintain metal bulk storage containers approved by the City, keep dumpster covers closed, and keep debris off the ground around the unit. Subsection 2 governs placement: commercial solid waste containers must be stored on private property unless the City has granted written permission to use public property, and the storage site must be well drained and fully accessible to collection equipment, public health personnel and fire inspection personnel.

Subsection 3 adds that containers awaiting collection must be placed outdoors at an easily accessible location, and subsection 4 bars collection of waste placed in noncompliant containers. Section 110.11 separately makes it unlawful to interfere with solid waste collection equipment or collectors. These waste-storage rules sit in Chapter 110, Solid Waste Control, and are distinct from Section 44.05(10)'s noise-timing restriction on loading and unloading dumpsters, which regulates when dumpster noise occurs rather than where a dumpster sits or how it is maintained.
