Ankeny, IA Trash & Recycling: Recycling Requirements (2026)

Ankeny Code of Ordinances § 113.01 places curbside recycling, along with leaf, tree, branch and miscellaneous item collection and post-closure landfill service, inside the Solid Waste Enterprise Fund under the management and control of the City Council. Section 113.02 defines curbside recycling as a service available to residential units for placing approved recyclable materials in bins at the curb for pickup by a licensed collector operating under the Metropolitan Waste Authority's Curb It! program, or any other collection arrangement the City establishes; the same section defines a residential unit as a group of rooms forming a single habitable unit with its own living, sleeping, cooking and eating facilities.

Section 113.03 requires every residential unit receiving curbside recycling to pay a monthly enterprise-fund charge covering the cost of that service, separate from the charges for leaf/tree/branch/miscellaneous collection and post-closure landfill service; all three charges are set by Council resolution. The Council must review those rates annually under § 113.04 to confirm they produce revenue sufficient to cover program costs. Billing runs through the combined service account described in § 92.08, and § 113.05 ties nonpayment to the discontinuance and delinquency procedures of §§ 92.09 and 92.12.

Section 113.06 makes the property owner and any tenant jointly and severally liable for unpaid recycling charges, which become a lien on the served property certified to the Polk County Treasurer for collection alongside property taxes. Multifamily dwellings not already covered by an existing residential recycling program instead fall under the separate Municipal Recycling chapter, Chapter 112, which requires at least twice-monthly collection of designated recyclables and licenses the haulers who serve them.
