Chapter 112, Municipal Recycling, requires property owners to provide facilities for source-separating recyclable materials, and § 112.02(5) defines "designated recyclable material" to include newspapers, corrugated containers, magazines, catalogs, unsolicited mail, Kraft bags, bi-metal and ferrous cans, aluminum cans and high-density polyethylene (HDPE, coded No. 2), a list the Council may amend by resolution under § 112.03(6). Section 112.08 requires anyone transporting designated recyclable materials to prevent or remedy spillage, keep vehicles and containers from being overfilled, and clean them at sufficiently frequent intervals to prevent obnoxious odors or unhealthful conditions, and collectors must return recycling receptacles to the premises without creating a public nuisance.

Section 112.10 requires designated recyclable materials to be separated and prepared consistent with recycling market requirements and placed at a designated area apart from municipal waste, for collection at times and dates the collector and the establishment agree on. Multifamily haulers and collectors of designated recyclable materials must be licensed under § 112.05 and § 112.06, meeting the § 111.07 collector's license standards, and § 112.09 requires multifamily owners to provide durable, watertight, clearly marked storage containers accessible to every dwelling unit. Commercial haulers must also file an annual recycling report with the Director of Public Works by January 31 under § 112.04, and § 112.11 makes unauthorized collection of recyclable materials or solid waste a separate offense subject to civil penalty.
