Section 110.10 obligates every owner, manager, operator, lessee or renter of a premises, dwelling unit or place where refuse accumulates to provide and keep in good order and repair portable containers for refuse. Residential containers, whether reusable bins or heavy-duty disposable bags, must be of sufficient capacity, leakproof and waterproof; reusable containers need a fly-tight lid kept in place except when depositing or removing contents, and must be lightweight, sturdy and fitted with suitable lifting devices. Commercial premises that generate too much refuse for portable containers must instead use City-approved metal bulk storage containers, with dumpster covers kept closed and no debris left on the ground.

Residential containers must be stored on the residential premises, and commercial containers on private property unless the City grants written permission to use public property; the storage site must be well drained and fully accessible to collection equipment, public health personnel and fire inspection personnel. For pickup, § 110.10(3) requires containers to be placed outdoors at some easily accessible place by the owner or occupant, and § 110.10(4) bars collection of solid waste placed in a nonconforming container. Owners are also responsible under subsection 2 for keeping garbage and yard waste from blowing or scattering into neighboring yards and streets.
