Bulloch County, GA Trash & Recycling: Dumpster Rules (2026)

Bulloch County Code § 8-61 requires commercial establishments, multi-unit developments defined in § 10-65 and manufactured home communities defined in § 9-1 to store refuse in approved containers, refuse receptacles, bulk containers or detachable containers, so that wind-driven debris and litter do not build up in and around the business. A bulk container is defined elsewhere in the chapter as a metal container of not less than four cubic yards nor larger than 42 cubic yards, built to be emptied mechanically. Any spillage or overflow around the container must be cleaned up immediately by the establishment, and every commercial establishment must have a bulk container unless its trash volume is low enough for approved refuse receptacles to handle instead.

The section also protects dumpster owners from unauthorized use. It is unlawful for anyone to put household garbage, trash or other waste into a commercial dumpster without permission from the dumpster's owner or lessee or the commercial establishment's owner, and equally unlawful to remove any article or material from a commercial dumpster without the owner's permission. Scattering material from a dumpster around the container is separately prohibited. The environmental manager oversees compliance for loading and unloading areas and parking lots under the neighboring §§ 8-62 and 8-63, which require enough receptacles to keep those areas clean and place the collection duty on the property owner or manager.
