Granville County, NC Trash & Recycling: Dumpster Rules (2026)

Section 32-165 of the Land Development Code, titled "Accessory waste or trash storage," governs where a dumpster or garbage can sits on both residential and nonresidential sites. The area holding the container must be fully enclosed, either by a wood or masonry fence, another durable low-maintenance material the board of commissioners has approved, or by berms; a chain-link enclosure alone does not satisfy the rule. The code separately requires that the gates on that enclosure be kept closed, so an open or propped gate is itself a violation independent of the fence material.

Beyond the enclosure, the storage area must be landscaped as shown in the code's own Figure 03.213, which sets planting placement around the pad. The section sits inside Division 3 of Article II, "Individual Use Standards," which applies these accessory-use rules across every zoning district in the unincorporated county rather than singling out commercial corridors, so a homeowners' association dumpster pad at a subdivision entrance is held to the same fence-and-gate standard as a shopping-center compactor. Because the rule is written into the accessory-use standards rather than the district tables, the land development administrator applies it during site plan review for any new dumpster pad and can require correction of an unenclosed or open-gated pad found on an existing site.
