Zoning Ordinance Section 12.01(e), part of the General requirements of all manufacturing districts, ties dumpster placement directly to the development permit process: the administrator will not approve a permit for new construction or site changes in a Manufacturing District until dumpster enclosures are sited in locations that promote the health, safety and welfare of village residents. The same Article XII general-requirements section also requires buffers near residential land and screening for outdoor manufacturing activity, so the dumpster rule sits alongside a broader set of nuisance controls meant to shield neighboring properties from the more intensive uses allowed in the M district.

Because the enclosure requirement is folded into permit issuance rather than a stand-alone inspection program, compliance is checked at the plan-review stage by the Planning and Zoning Division before construction can begin, and again by the Building Department before occupancy under the permit procedures in Section 32-181. Manufacturing District uses range from boat building and repair for craft under forty feet to cartage and car washes set back two hundred feet from residentially zoned uses, and other intensive commercial and light-industrial activity, all of which generate solid waste that the enclosure rule is designed to contain and screen from view before any of these uses can be built.
