Palatine, IL Trash & Recycling: Bin Placement Rules (2026)

Sec. 16-3(e) of the Village Code sets a single, chapter-wide set-out window that applies to every curbside container, garbage and refuse carts, recycling carts, landscape waste, and bagged or bundled remodeling waste alike: none of it may be placed at the curb any sooner than 7:00 p.m. the day before collection, and all of it must be out again no later than 6:00 a.m. on the collection day. The rule reaches carts themselves, not just their contents, so an empty cart left out overnight two days early is treated the same as trash put out too early.

Because the carts and recycling bins referenced in Sec. 16-3(a) are the village refuse contractor's property, provided as part of the mandatory service billed under Sec. 16-2, residents on the standard weekly route and those who elect the Sec. 16-2(b)(1)b rear-door premium both fall under the same window; a rear-door household simply is not setting anything at the curb at all. The set-out window works alongside Sec. 16-5's separate ten-day cap on letting garbage or refuse accumulate and create a nuisance, so a cart parked at the curb well outside its collection week can be cited on two fronts.

Village code enforcement and the Building Department, which handles property-maintenance complaints, are the practical points of contact for a neighbor's early or late cart, since Chapter 16 itself designates no separate inspector for set-out timing.
