Palatine, IL Trash & Recycling: Recycling Rules (2026)

The Village Code treats curbside recyclables as part of Palatine's licensed municipal waste system, not as abandoned property free for anyone to take. Section 16-3 requires that all refuse and recyclable materials go out in the refuse and recycling carts supplied by the village's contracted hauler, set at the curb on the resident's regularly scheduled collection day, and it fixes a strict set-out window: nothing may be placed at the curb sooner than 7:00 p.m. the evening before collection or later than 6:00 a.m. on collection day itself.

Residents who want service picked up at the rear of the house instead of the curb can request rear-door service under Section 16-2, which comes with a wheeled 65- or 95-gallon refuse cart and a 65- or 35-gallon recycling cart supplied by the hauler, billed as an added monthly premium on top of the base garbage and refuse charge that already appears on the combined water, sewer, and refuse bill. Because the carts and their contents belong to the village's licensed collection system, Section 16-9 separately makes it unlawful for any unlicensed person, firm, or corporation to remove newspapers, aluminum or bimetal cans, glass bottles, plastic milk containers, or the recycling containers themselves once they are placed in or next to a village recycling container.

That provision targets scavengers who pick through carts for resalable metal or glass before the contractor's truck arrives on the regular route. The Palatine Public Works Department oversees curbside collection under the village's licensed hauler contract, and violations of chapter 16, including the unlawful removal of recyclables, are punished under Section 16-11 by a fine set by village ordinance or resolution for each separate offense.
