Smyrna, GA Trash & Recycling: Dumpster Rules (2026)

Section 86-34.1 of the Smyrna Code governs dumpsters installed after the effective date of that section. Each new dumpster for residential and commercial properties must be screened from view by a fence or decorative masonry wall one foot taller than the dumpster on three sides, and the enclosure must provide an operable gate for collection. Compactors are split by type: in-ground compactors are screened by landscaping, while aboveground compactors need a fence or decorative masonry wall one foot taller than the compactor on three sides, again with an operable gate for collection. Temporary dumpsters provided for carnivals, etc., are excluded from the requirement.

Container duties sit around that screening rule. Section 86-31 requires every owner, occupant, tenant or lessee of a residence, church, school, college, lodge, or commercial business to provide and maintain garbage cans and receptacles of sufficient number and size to hold the garbage and trash that would normally accumulate on the premises. Section 86-34 requires lids or covers on all garbage and trash containers to be kept secure and fastened so flies and other insects cannot reach the contents. Section 86-2(g) exempts any business, school or apartment house with containerized pick-up service from the heavy-material and liquid-drainage rules in subsections (d) and (e) of Section 86-2.

Commercial accounts and haulers are controlled by permit and payment rules. Section 86-3 requires any person who operates a business in the city to pay a deposit for sanitation services, in an amount set by the Mayor and Council. Section 86-5 has the city install two six-yard containers for carnivals setting up in shopping centers, with the fee collected when occupation tax certificates are issued. Section 86-56 bars anyone except the city's agents or employees from emptying garbage or trash receptacles or conveying garbage or trash on city streets without a written permit from the Mayor and Council. Section 86-58 requires proof of public liability insurance with the application, Section 86-59 makes the permit nontransferable and revocable, and Section 86-60 requires the permit to be painted on both sides of the vehicle.
