Section 86-31.1 of the Smyrna Code sets the streetside window: a garbage can, bag, box or other container cannot be placed at streetside before 6:00 p.m. on the evening before the scheduled collection day, and cannot remain there longer than 9:00 p.m. on the day of collection.

Section 86-2 governs how waste is set out. Trash too awkward for a receptacle goes in tied bundles or other suitable containers under 60 pounds, and hedge cuttings and similar trash are placed adjacent to the street. Garbage mixed with water or other liquids must be drained first. Animal matter subject to decomposition can be placed at the curbside for the sanitation department or animal control officer, and it must be properly bagged. Subsection (h) requires all garbage or trash to be bagged in trash bags, with absolutely no loose debris in carts. Heavy accumulations such as construction or remodeling waste, brick, broken concrete, dirt, mulch, sand and gravel, automobile frames and parts, and dead trees are disposed of at the expense of the owner or person controlling them.

Container rules follow. Section 86-33 calls for rubbish containers of not less than ten and no more than 32 gallons with a tightfitting lid, or plastic or paper bags with tops tied and closed. Section 86-34 keeps lids secure and fastened. Under section 86-36 an owner or occupant whose receptacle is not emptied for five days must notify the department of sanitation within five days. Section 86-2.3 charges a per-item fee for large furniture and large appliances at the curb, and section 86-2.1 lists items the city will not take, including hazardous waste, paint, rubber tires and motor oil.
