28, Article VII of the Upland Municipal Code (adopted by Ord. 1956 in 2021) sets the placement and maintenance rules for commercial and industrial solid waste, recyclables, and organic waste containers, including roll-off and dumpster-style bins. 590 requires every commercial or industrial business served by an authorized collector to use the standard commercial/industrial containers the collector provides, or standard residential containers with the city manager's prior written approval, and requires the collector to mark each container with its business name and phone number in letters at least one inch tall in a contrasting color, and to supply wheels, skids, hasps, or locks on request.

600 puts the placement burden on the business owner: "Every commercial/industrial business owner shall provide a solid waste container location on the commercial/industrial premises and shall keep the area in good repair, clean and free of solid waste outside of the container," while the collector must remove any spilled waste from its own emptying activity. 630 further blocks a certificate of occupancy for a new commercial/industrial building, including multifamily residences, until the planning department has approved the location and accessibility of the solid waste container facilities. 620 lets the owner and collector negotiate special arrangements, with the city deciding if they cannot agree.
