Upland, CA Trash & Recycling: Bin Placement Rules (2026)

Placement of Upland residential barrels is governed both by Burrtec's franchise rules and the city's Property Maintenance and Use Standards. Barrels should be set out the night before or no later than 6:00 a.m. on collection day. For curb service, barrels go in the street with the wheels against the curb; for alley service, barrels go in the alley away from any structures. Residents are asked to return barrels out of sight by the night they are emptied, so carts are not stored permanently in public view. The city's Property Maintenance and Use Standards reinforce timing: refuse and recycling bins may not be placed out for collection before 12:00 p.m. (noon), meaning bins cannot be staged at the curb early in the day before service. Carts must also be kept clear of obstructions; on street-sweeping days, residents must move vehicles and keep the street clear so the sweeper can reach the curb and gutters (residential streets are swept twice per month). Leaving barrels at the curb between collection days, or storing them in view of the street, can be cited as a property maintenance violation by Code Enforcement at (909) 931-4260.
