Code § 174-8A(2) sets the Town's collection-timing rule: with the exception of commercial establishments, no collections may be made on Sundays or holidays unless the Commissioner of Public Works grants prior approval. m. would disrupt traffic or endanger road users, including the collection crews themselves. This scheduling rule sits inside § 174-8, the chapter's general collection article, which also requires collection vehicles to get the property owner's prior permission before entering a residential driveway, and requires haulers to notify customers annually, in writing, of their collection day, service summary, pickup conditions and rates.

The refuse storage rule in § 174-6 works alongside the holiday schedule: residents may accumulate refuse between pickups, which normally occur no less often than every seven days, with an explicit allowance for the accumulation that naturally results from a skipped holiday, Sunday, vacation period or extraordinary weather, so long as the pile does not create an unsightly condition or disturb the neighborhood and is cleared within a reasonable time.
