Greece, NY Trash & Recycling: Illegal Dumping (2026)

Section 174-6C states that no person shall throw or deposit, or cause to be thrown or deposited, any refuse, hazardous waste, or recyclable materials in or upon any portion of a public right-of-way, street, or place, or on any property not owned or occupied by that person, or in any refuse container not owned, leased, or rented by that person, within the Town of Greece. The Town singles this provision out for special enforcement treatment: Section 174-11A designates the Greece Police Department, along with the Commissioner of Public Works, the Building Inspector, and the Director of Public Safety, to enforce littering and unauthorized disposal specifically under Section 174-6C, on top of the chapter's general enforcement powers.

A violation order can be issued in writing to the property owner or the responsible person, served personally or by certified mail, and any of the designated officers may issue an appearance ticket compelling a court appearance under Section 174-11F. The prohibition applies whether the material comes from a resident dumping on a neighbor's lot, someone using a right-of-way as an informal disposal site, or anyone placing trash into a hauler's container without paying for that service, since the container itself is protected as the collector's property, not a public receptacle.
