Section 52.24(A) makes it unlawful for any Person to throw, deposit, or dump litter on occupied private property within the City, regardless of who owns it, though an owner may still keep authorized private receptacles for legitimate collection. Section 52.25 extends the same ban to streets, sidewalks, and other public places except into public receptacles, authorized private receptacles, or county or municipal dumps. Sections 52.26 and 52.27 target vehicles specifically: no driver or passenger may throw litter from a car, and no truck may be loaded or operated so that its contents or its wheels deposit litter or foreign matter onto a street.

Section 52.30 separately bans dumping litter into any fountain, pond, lake, stream, bay, canal, or other body of water in the City, a provision with real teeth in a community built around dozens of interconnected lakes and canals. All of these sections trace to Ordinance 2010-12, passed October 4, 2010, and most were amended by Ordinance 2024-09 on May 20, 2024. Chapter 52 sets no litter-specific fine, so a violation of any of these sections is punished under the Code's general penalty, Section 2.99: a fine up to $1,000 per day for a first violation, up to $5,000 per day for a repeat violation, up to $15,000 per violation if irreparable, or up to 60 days in jail, with each day of continued violation a separate offense.
