Sec. 107-5.5(a) gives Bensalem Township two ways to arrange collection: the municipality may contract with one or more authorized contracted collectors, or, absent such a municipal contract, each waste generator must contract directly with a licensed private collector. If the Township does award a municipal contract, Sec. 107-5.5(b) lets it require every property to use that service, though farm properties are excluded from any mandatory-use requirement. Sec. 107-5.7(a) backs this system with a licensing requirement: no person may collect, remove, haul or convey solid waste on any street or alley in the Township, or dispose of it, without a license from the governing body, unless the person is hauling their own privately generated refuse to an approved disposal or recycling site.

Licensed private collectors are further divided by category, residential or commercial, under Sec. 107-5.7(b), and the governing body sets an annual, non-prorated license fee under Sec. 107-5.7(c). Collectors must carry liability, automobile and workers' compensation insurance and provide certificates of coverage under Sec. 107-5.7(h), and any authorized contracted collector must post a bond of at least ten percent of the annual contract amount before starting work under Sec. 107-5.6(d). Every collector, contracted or private, must also provide recycling collection consistent with the Bensalem Township Recycling Ordinance under Sec. 107-5.6(g) and 107-5.7(i).
