Under the Victorville Municipal Code solid waste chapter, Advance Disposal holds the exclusive franchise for residential solid waste, recycling, and organic waste collection within city limits. Every occupied residential unit must subscribe to and pay for service. Homes receive three wheeled carts: a gray or black cart for trash, a blue cart for mixed recyclables, and a green cart for organic waste including food scraps and yard trimmings under the SB 1383 state mandate. Collection is weekly on a day assigned by route. Carts must be set out by 6:00 a.m. on collection day and returned to storage by the end of the same day. Scavenging from carts is prohibited. Multi-family complexes and commercial generators are served through bin or container contracts with the same franchise hauler. Rates are set by the City Council and adjusted periodically.
