Sec. 13-28(a) declares that because solid waste collection affects public health, safety and welfare, all residential solid waste, recyclable materials and yard clippings must be collected curbside on a weekly basis by the single designated waste hauler awarded a contract with the township, which Sec. 13-34 requires the township to select through a sealed competitive bid. Sec. 13-28(b) backs that up by making it unlawful for a resident to dispose of curbside-eligible waste through anyone but that contracted hauler, unless the property falls into one of the article's Sec.

13-28(d) exclusions: landscaping-service removal of yard clippings, multiple-family units with their own dumpster or roll-out service, apartment and hotel commercial uses, undeveloped residential property, and property registered as vacant under Chapter 8, Article XVI. Residents may temporarily suspend service with written notice to the hauler under Sec. 13-28(c), and service resumes automatically at the end of the suspension period. Once solid waste, recyclables or yard clippings are set at the curb, Sec. 13-30 makes them the hauler's property and makes it unlawful for anyone besides the hauler or the generator to collect them, and Sec.

13-31 separately bars any unauthorized person from collecting, transporting or disposing of residential curbside material. No Article II section fixes its own civil-infraction fine for these provisions, so a violation defaults to the Sec. 1-10 general penalty: a misdemeanor punishable by up to ninety-three days in jail and/or a $500 fine, each day a separate offense.
