Redondo Beach requires source separation into blue recycling and green organics carts, collected by Athens Services. As of January 1, 2022, California's SB 1383 requires all single-family, multi-family, and commercial customers to subscribe to organics service and place green waste, food scraps, and food-soiled paper in the green cart.
SB 1383 (statewide mandatory organics recycling) added Health and Safety Code Sections 39730.5-39730.8 and Public Resources Code Chapter 13.1, targeting a 75% cut in landfilled organics and 20% edible-food recovery by 2025. RBMC Title 5, Chapter 2 (Mandatory Organic Waste Disposal Reduction) implements SB 1383: since January 1, 2022 all commercial, multi-family, and single-family customers must subscribe to organics collection and separate green waste, food scraps, and food-soiled paper (100% fiber) into the green cart. The blue cart takes non-food-soiled paper, plastic, cans, glass, and foil. AB 341 requires recycling for businesses generating four-plus cubic yards weekly and multi-family properties of five-plus units. SB 1383 also requires covered food businesses to arrange edible-food recovery.
Failure to subscribe to or properly use organics service violates RBMC Title 5 and SB 1383; the City and CalRecycle may require corrective action and penalties. Businesses out of compliance with AB 341 or SB 1383 face inspection and fines.
