Section 5-2.105 (precollection practices) provides that no owner, manager, lessee, or occupant of any residential structure or licensed business shall place or permit to remain any solid waste, or its containers, on the public streets, alleys, curbs, or sidewalks before 11:59 p.m. of the day prior to the regular collection day, or after 11:59 p.m. of the collection day. The City's guidance: place carts at the curb by 7:00 a.m. on the collection day or the night before, lid facing the street, wheels against the curb, and carts about one foot apart so the automated truck can service them, then remove containers the evening of collection. Clearance from cars, mailboxes, and other carts is needed for the automated arm.
Carts placed out too early or left at the curb after the collection day violate RBMC 5-2.105 and can draw a Code Enforcement correction notice and administrative citation. Improperly spaced or blocked carts may be skipped by Athens Services.
