Under RBMC Title 5, Chapter 2 (Solid Waste Handling Services), the City contracts with an exclusive hauler, Athens Services, for residential and commercial collection. Residents choose 35, 65, or 95-gallon grey (landfill), blue (recycling), and green (organics) carts, collected weekly. The City directs residents to place carts at the curb by 7:00 a.m. on the collection day or the night before, then remove them the evening of collection. Section 5-2.105 limits container placement to between 11:59 p.m. the night before and 11:59 p.m. on collection day. Single-family billing appears on the Los Angeles County property tax bill as an itemized City Refuse Disposal charge. Setting carts out outside the permitted window under RBMC 5-2.105, or using a non-franchised hauler in violation of the exclusive solid-waste agreement, may result in Code Enforcement notices and administrative citations under RBMC Title 5.
