Sec. 11-3 splits garbage and yard waste handling into two rules. Subsection (a) requires that anything placed at the curb generally sit in a lidded container the city's solid waste collector can reasonably handle, kept tightly covered except when depositing material, and never so overfilled that the lid cannot close. Subsection (b) carves out an exception for yard waste: single articles such as palm fronds, tree branches, and limbs can go out for collection loose, outside of any container, as long as they are cut or broken into pieces under four inches in diameter and under four feet long.

That size limit keeps loose brush manageable for city crews without a chipper truck on every route. The same subsection requires yard waste collected under the city's recycling program to be picked up on a separate date from regular garbage, set by the city manager or a designee, rather than mixed in with the twice-weekly garbage run set for residential properties under Sec. 11-17. Sec. 11-1 defines yard waste broadly to include yard clippings, grass clippings, leaves, moss, palm fronds, branches, plants, and tree limbs, but it excludes land-clearing debris and tree-cutting debris generated by a contractor's job, which fall instead under the 'food and industrial process waste' the city's regular collector will not take.
