Sec. 11-13 governs mechanical loading containers, the metal or plastic dumpsters commercial establishments and multiple dwellings use instead of individual cans. Subsection (a) lets the city manager or a designee require those larger containers where they would reduce or eliminate an unhealthy or objectionable nuisance condition, with the property owner responsible for pouring an asphalt, brick, or concrete pad and any paved path the truck needs to reach it; costs are prorated where several establishments share containers. Subsection (b) applies specifically to all newly developed multiple-family and nonresidential properties that use bulk containers or dumpsters: the owner must build an enclosure so the container is not visible from ground level, built of concrete block, wood, PVC, or chain link, with slats woven through any chain link to make it opaque.

The enclosure needs a gate wide enough for a side-loading refuse truck to access the container, and the customer using it is responsible for keeping it accessible on the scheduled pickup day; the city is not obligated to collect from a container it cannot reach. The property owner keeps the enclosure repaired, and if repairs are not made after notice, the city can take action up to and including legal action. The enclosure may hold only the container itself, no other stored materials or debris, and every screening plan needs city manager approval before construction starts.
