Gulfport, FL Trash & Recycling: Bin Placement Rules (2026)

Under Sec. 11-15 of the Gulfport Code of Ordinances, every garbage and trash container must sit where the city's contracted solid waste collector can reach it easily. Containers cannot be stored on a neighbor's property, vacant or improved, without that owner's consent. Properties that back onto an alley must place containers at the property line along the alley; alley pickup that isn't practical shifts the container to the curb on collection day itself. the day before collection, and every container has to come back off the curb, out of sight or tucked beside a structure, on the day it's emptied.

Sec. 11-16 backs this up with inspection authority: the city manager or a designee can inspect and condemn any container, tag it, and give the owner 48 hours to replace it before continued use becomes a violation in its own right. Commercial properties and multi-family buildings using bulk containers or dumpsters face an added layer under Sec. 11-13(b): the owner must build a concrete block, wood, PVC or slatted chain-link enclosure so the dumpster is not visible from ground level, complete with a gate wide enough for a side-loading collection truck, and the enclosure plans need city manager sign-off before construction starts. Article I violations, including bin-placement violations under Sec. 11-15, are punishable under the Code's general penalty section, Sec. 1-6.
