710 lets the county focus its community cat program, feral cat colonies or barn cat program on areas with high numbers of unowned, free-roaming cats, as determined by community cat program personnel. Cats brought into the program are exempt from the chapter's registration, licensing and stray-animal provisions, are not deemed abandoned when returned to the location where they were captured, and may be exempted from other provisions applicable to owned animals as necessary. Any stray cat with no traceable identification that is impounded or brought to the shelter and found eligible under the program's best practices may be placed into the community cat program immediately, and a healthy, ear-tipped cat cannot be impounded at all because it is already treated as part of the program.

The section is explicit that it does not authorize anyone to enter private property without the owner's consent to trap or release a stray cat, protecting property rights even as it facilitates trap-neuter-return. 205 and impounded.
