Hall County, GA Animal Ordinances: Pet Store Rules (2026)

720 states a pet shop may not sell, advertise for sale, exchange, offer for adoption, barter, offer for sale, auction, or otherwise deliver or transfer a cat or dog, adopting an adoption-only model for retail pet sales in the unincorporated county. The only carve-out is that a pet shop may provide space and appropriate care for cats and dogs that are owned by an animal control facility or an animal rescue organization and kept at the store solely so the public can adopt them from that agency, not buy them from the store.

720(A) requires a conspicuous sign on each animal's cage or enclosure stating the name of the animal control facility or rescue organization that actually owns the dog or cat. 100 excludes any entity that is, or is housed on the premises of, a breeder or broker, or that obtains or resells dogs from a breeder or broker for compensation, closing off a route for a commercial breeder to disguise itself as a rescue partner inside a pet shop. 730, separately bans roadside and parking-lot sales of dogs, cats or domestic rabbits for a commercial purpose, with exceptions for shelters, rescues, and 4-H or fair exhibitions.
