Grand Junction, CO Building Safety: Building Permits (2026)

Grand Junction enforces building permits through the 2024 International Building Code, adopted with local amendments at GJMC § 15.12.010 through § 15.12.020. The City's amendment to IBC Section 105.1 makes clear that permitting is structure-by-structure: each separate building, structure, pool, or retaining wall requires its own permit rather than one blanket permit for a whole project. A short list of work is exempt from permitting, including sidewalks, driveways, and platforms no more than 30 inches above grade, playground equipment, plastic-covered crop shelters closed to the public, shade fabric structures of 400 square feet or less, and short-term construction-site storage containers subject to annual review.

Permit fees are not fixed in the code itself; GJMC § 15.12.020(c) directs that they be set by City Council resolution, and a project owner who cancels before work or inspections begin can recover an 85 percent refund of the building permit fee, though no refund is available once work has started or more than 180 days after issuance. The Building Official can suspend or revoke an issued permit under GJMC § 15.12.020(b) if another federal, state, or local governing authority issues a written Stop Work Notice tied to a violation within that authority's jurisdiction.

Violating the adopted Building Code, including working without the required permit, is enforced under GJMC § 15.08.050 as a misdemeanor, with each day of illegal construction charged as a separate offense; the City Attorney may also seek an injunction, mandamus, or abatement order in Municipal Court to stop unpermitted work.
