Grand Junction, CO Building Safety: Plumbing Permits (2026)

GJMC § 15.20.010 adopts the Colorado Plumbing and Fuel Gas Code, which is the International Plumbing Code, the International Fuel Gas Code, and applicable chapters of the International Residential Code as amended and adopted by the Colorado Plumbing Board under Title 12, Article 155, C.R.S. That adoption governs the design, construction, materials, installation, alteration, and maintenance of plumbing systems throughout the City of Grand Junction. GJMC § 15.20.020 amends the fee schedule so that a fee for each plumbing permit is determined by City Council resolution rather than printed as a set dollar figure in the Code.

The same section allows an 85 percent refund of the building permit fee when a project has not yet started and no inspections have been conducted, with no refund available once work commences or more than 180 days after the permit issues. Rather than use the general Building Code Board of Appeals, GJMC § 15.20.020(c) designates the Colorado State Plumbing Board itself as the appeals body for International Plumbing Code decisions, meaning a Grand Junction plumbing permit dispute is ultimately reviewed at the state level rather than by the local Building Code board.

Because Colorado updates the Plumbing and Fuel Gas Code by state board action, Grand Junction's local amendments only touch fees and appeals; the substantive plumbing standards track the state-adopted edition automatically.
