Woodland, CA Building Safety: Building Permits (2026)

Woodland adopted the 2025 California Building Code, incorporating the 2024 International Building Code, as the city's Building Code under Woodland Municipal Code § 15.04.010(a), and set permit fees by referring to the City of Woodland Comprehensive Fee Schedule rather than printing dollar amounts in the code itself, per the local amendment to Section 109.2 in § 15.04.030(B). Section 109.4, amended by § 15.04.030(C), targets anyone who starts work needing a permit, on a building, structure, or its electrical, gas, mechanical or plumbing systems, before the permit is issued: the fee jumps to three times the calculated permit fee for a first offense and five times for each later offense.

Section 114, substituted in full by § 15.04.030(D), gives the Building Official authority to serve a notice of violation ordering the illegal work stopped and the violation abated, and, if that notice is not promptly obeyed, to ask the city attorney to sue to restrain, correct, or abate the violation or to terminate an unlawful occupancy. Anyone who violates the adopted Codes, including by building without a required permit, is also exposed to the citywide penalty structure in § 15.04.020: civil remedy or criminal penalty, or an administrative penalty processed under Chapter 9.20, with a first or second criminal offense charged as an infraction and a third or later offense charged as a misdemeanor under the California Penal Code. These amendments were most recently carried forward by Ordinance No. 1746, adopted November 18, 2025.
