Woodland, CA Building Safety: Plumbing Permits (2026)

Section 15.04.060 constitutes Woodland's local amendments to the 2025 California Plumbing Code, replacing specific cross-referenced sections of the state code rather than rewriting it in full. Subsection A amends Section 104.3.2 so that permit fees for each plumbing application follow the City of Woodland Comprehensive Fee Schedule, with the same carve-out used across the other adopted codes for permits covering work on buildings owned, leased, or operated by a government agency. Subsection B amends Section 312.10 to add a Woodland-specific requirement: water lines that run under hardscaping, defined to include concrete, bricks, pavers, asphalt, and concrete masonry, must be sleeved with a sleeve large enough to accommodate the water line and any fittings on it, a rule aimed at letting a line be repaired or replaced without tearing out a driveway or patio.

A related local amendment, Section 609.3, separately requires that water piping inside a building not be installed in or under a concrete slab resting on the ground without the Building Official's prior approval. As with Woodland's other adopted construction codes, plumbing work that starts before its permit is issued triggers the escalated fee in § 15.04.030(C), and a plumbing code violation generally is enforced through the civil, criminal, or Chapter 9.20 administrative penalty structure set out in § 15.04.020.
