Woodland, CA Building Safety: Electrical Permits (2026)

Woodland Municipal Code § 15.04.010(c) adopts the 2025 Edition of the California Electrical Code, found in Title 24, Part 3 of the California Code of Regulations, as the city's Electrical Code; that edition incorporates and amends the 2023 National Electrical Code published by the National Fire Protection Association. Rather than reprint the full electrical code, Woodland's local amendments in Chapter 15.04 modify only specific cross-referenced sections. Section 15.04.040(A) amends Section 89.108.4.2 of the Electrical Code by adding a paragraph directing that permit fees for each electrical permit follow the City of Woodland Comprehensive Fee Schedule, with a carve-out for permits covering work on buildings or structures owned, leased, or operated by a city, county, state, federal, or other public agency.

Because Section 109.4 of the Building Code amendments in § 15.04.030(C) applies to work on a building, structure, electrical, gas, mechanical, or plumbing system generally, starting electrical work before the permit issues is treated the same as starting any other permit-required work: a fee equal to triple the calculated permit fee for a first offense, rising to five times the fee for later offenses. Electrical permits, like the city's other adopted construction codes, are issued and enforced by the Building Official's office, with fee schedules set by council resolution rather than fixed dollar amounts inside Chapter 15.04 itself.
