Blue Springs, MO Building Safety: Childcare Center Rules (2026)

Blue Springs' Unified Development Code addresses day care centers at Section 405.050(A)(8), splitting the use into limited, general and commercial tiers. A 'General' day care, defined as serving five to ten children, must be licensed by the State of Missouri and meet all City, County and State health department requirements for facilities and equipment. Every general day care needs both an occupational license before opening and a conditional use permit before the use can be implemented in any residential zoning district, meaning Planning Commission and City Council review rather than an administrative approval.

Commercial day care, which is not tied to a residence, carries its own State licensing and health department requirements plus an occupational license, and must additionally provide a vehicle loading zone sized for one car per ten licensed occupants, on top of the site's regular required parking, so pickup and drop-off traffic does not spill into the street. These standards apply on top of, and separately from, any building or fire code requirements that also govern a licensed care facility, and Community Development coordinates the zoning-side occupational license and conditional use review before construction or occupancy is approved.
