Blue Springs, MO Building Safety: Fire Sprinkler Requirements (2026)

Blue Springs deleted Section R313, Automatic Fire Sprinkler Systems, from the 2024 International Residential Code in its entirety through Section 500.020(A)(2), a step the ordinance itself says is required by Section 67.281, RSMo, the state law that blocks Missouri municipalities from mandating residential fire sprinklers. In place of a mandate, the City imposes a disclosure duty: a builder of a one- or two-family dwelling or townhouse must offer the purchaser the option to install or equip fire sprinklers, at the purchaser's own cost, on or before the purchaser signs the purchase contract.

The code sets no dollar price for that option, leaving cost and installation details to negotiation between builder and buyer. By contrast, Blue Springs did not weaken sprinkler requirements for larger buildings: a separate 2024 International Building Code amendment in Section 500.010(A)(1)(b), amending Section 903.2, still requires an automatic sprinkler system in any new occupancy whose combined building area reaches 12,000 square feet or that rises more than two stories, a mandate that applies to commercial and multi-family construction rather than one- and two-family homes.

If a homebuyer accepts the builder's sprinkler offer, the installation still goes through the ordinary Section 500.070 permit process administered by the Community Development Department, the same as any other plumbing or fire-protection work in the city.
