Blue Springs, MO Building Safety: Building Inspections (2026)

The inspection process in Blue Springs runs in stages set out across Chapter 500, Article I and II. An applicant first files plans with the Community Development Department under Section 500.090, and Section 500.100 bars issuing any permit until the Codes Administrator approves those plans; one City-approved set of plans must stay on the jobsite for inspection. Once the permit issues, Section 500.070(B) requires the Building Inspector to hand over an inspection record card, which the permit holder must keep posted in a conspicuous place on the front of the premises until a certificate of occupancy is issued.

Section 500.070(D) lets the Building Inspector call for additional special inspections beyond the ones this Section lists, whenever the International Building Code or state law calls for them. Section 500.110 makes it unlawful to depart materially from approved plans without first getting an amended plan approved by the Codes Administrator, and Section 500.120 directs the Codes Administrator to make whatever inspections, tests, or material examinations are necessary to enforce the Chapter. The Building Inspector performing these inspections must, under Section 500.060, be well informed on the International Building, Mechanical, Fire, and Plumbing Codes and the National Electrical Code as Blue Springs has adopted them.

The Codes Administrator, who doubles as Building Official, Chief Building Inspector, and Deputy Zoning Administrator per Section 500.050, is appointed by the City Administrator and may designate other staff to conduct inspections.
