Blue Springs, MO Building Safety: Electrical Permits (2026)

Blue Springs incorporated the 2023 edition of the National Electrical Code, NFPA 70, into its Building Code by Section 500.010(A)(3), so every wiring installation in the city must meet that edition's standards. Before starting work, a contractor must obtain a permit from the Community Development Department under Section 500.070(A), with the fee computed from the Blue Springs Building Permit Fees Table referenced in Section 500.030. Licensing sits on top of the permit: Section 500.130(C) makes it unlawful for any electrical contractor, or any other person, business, partnership, or corporation, to contract for or sublet electrical work to someone who is not licensed, and at least one licensed person must be a member or employee of the firm actually doing the work.

Section 500.130(D) sets the qualification standard: a valid master or journeyman trade license issued by Kansas City, Missouri, or Independence, Missouri, or a Block and Associates test certificate scoring at least seventy-five, or equal proof of qualification. A narrow owner-occupant exception in Section 500.130(F)(3) lets a bona fide homeowner do their own electrical work in a single-family dwelling they certify they will occupy for at least a year, buying and installing all materials themselves, but licensed contractors doing commercial or rental work get no such carve-out.

The Codes Administrator, who also serves as Chief Building Inspector and Deputy Zoning Administrator under Section 500.050, is responsible for enforcing these licensing and permit requirements citywide.
