Casper, WY Building Safety: Carbon Monoxide Detectors (2026)

Section 15.02.150 of the Casper Municipal Code amends the International Residential Code's unsafe-structures provisions and folds carbon monoxide alarm maintenance into the same subsection that governs fire-resistant construction. Subsection D, covering fire hazards in multi-family dwellings and rental units, requires that fire resistant-rated construction, including walls, fire stops, shaft enclosures, partitions, smoke barriers, floors, ceilings and sprayed fire-resistant materials, be maintained to limit the spread of fire and smoke, that existing fire protection systems be inspected and maintained, that smoke alarms be installed and maintained in institutional and residential dwellings where required, and that carbon monoxide alarms be installed and maintained 'when applicable.' The same subsection, duplicated for commercial and larger occupancies at Section 15.04.070 under the amended International Building Code Section 116, extends the identical carbon monoxide language to buildings covered by that code.

Because the rule is written as a maintenance duty inside the unsafe-structures chapter rather than a stand-alone installation mandate, the building official enforces it when investigating a structure reported as unsafe, unsanitary or a fire hazard, not through a separate CO-alarm permit or inspection program. The 'when applicable' qualifier ties the duty to whatever conditions elsewhere in the adopted International Residential and Building Codes actually call for a carbon monoxide alarm, such as fuel-burning appliances or attached garages, rather than creating an independent city-wide requirement for every dwelling.

Owner-occupied residential properties are carved out of the broader unsafe-structures section that houses this subsection, but the carbon monoxide and smoke alarm maintenance duty for rental and multi-family units still stands.
