Casper, WY Building Safety: Fire Sprinkler Requirements (2026)

The Casper City Council adopted the 2024 Edition of the International Residential Code by Ordinance No. 17-24 on August 20, 2024, then used its home-rule amendment power to cut the model code's sprinkler chapters. Section 15.02.120, titled Fire sprinklers, states that 'Section R317.5, Fire Sprinklers' is 'Deleted in its entirety,' and Section 15.02.130, Automatic fire sprinkler systems, likewise deletes 'Section R309, Automatic Fire Sprinkler Systems' in full. Both deletions apply to the IRC chapters that would otherwise force builders to plumb a fire suppression system into every new one- and two-family dwelling and townhouse.

Because the deletions are total rather than partial, no minimum square footage, occupant load or distance-from-a-fire-station trigger revives the requirement anywhere else in the residential code as printed. The Community Development Department, which issues building permits under Chapter 15.08 and enforces the amended IRC, has no sprinkler plan-check step to apply on a single-family or duplex job. Builders working under the separate International Building Code in Chapter 15.04 for larger multifamily or commercial occupancies are not covered by this deletion, since Sections 15.02.120 and 15.02.130 only strike the IRC's one- and two-family provisions; any sprinkler duty for those buildings would have to come from the IBC chapters instead.

Violating any other retained provision of the adopted residential code remains a misdemeanor under the penalty scheme the city applies across Title 15, punishable per Chapter 1.28 of the Casper Municipal Code, with each day of a continuing violation charged as a separate offense.
