Section 15.24.010 adopts the 2024 Edition of the International Plumbing Code for the city, and Section 15.24.060, Permits required, makes it unlawful for any person to install, remove, alter, repair or replace any plumbing, gas or drainage piping work, or any fixture, water heating or treatment equipment in a building or premises without first obtaining a permit from the Code Official, defined at Section 15.24.040 as the City Manager or a duly authorized representative. A separate permit is required for each building or structure, and a permittee may not let anyone outside their employ work under that permit.

Section 15.24.090 limits who may receive a permit to a person holding a valid plumbing contractor's license, with a carve-out letting the bona fide owner of a single-family dwelling and its accessory buildings pull a permit personally if the owner buys the material and performs all the labor and the property is not for immediate resale; tapping or connecting a building sewer to the public sewer still requires a plumbing or utility contractor's license regardless. Section 15.24.070 sets a permit's shelf life: it becomes null and void if the authorized work is suspended or abandoned for one hundred twenty days, and any Code violation flagged after issuance must be corrected within thirty days of a certified-mail notice.

Section 15.24.080 exempts only minor repair work, such as stopping a leak or clearing a stoppage, from the permit requirement, so long as the fix does not replace or rearrange valves, pipes or fixtures. Fees are set by city council resolution under Section 15.24.110.
