Under Hoboken City Code § 101-39, added by the City Council in 2002 and amended in 2009, every new elevator and every elevator undergoing substantial reconstruction in a multilevel building must be equipped to operate with the Yale 3502 standardized fire recall key, the master key firefighters use to disable automatic operation during an emergency. Older elevators are not grandfathered outright: the ordinance requires that upon inspection by the relevant municipal authorities, the building's key and lock system be changed over to the Yale 3502 standard. Because these fees track the New Jersey Uniform Construction Code's elevator subcode, an owner who skips a required inspection or fails to convert to the Yale 3502 key system risks both a construction-code violation and a failed fire inspection.
