Yorba Linda, CA Building Safety: Elevator Maintenance (2026)

Section 15.34.070 is the City's local amendment to Chapter 6 of the International Property Maintenance Code, and it adds Section 606 for Elevators, Escalators and Dumbwaiters. Section 606.1 states in full that elevators, escalators and dumbwaiters shall be maintained in compliance with ASME A17.1, the American Society of Mechanical Engineers' Safety Code for Elevators and Escalators, incorporating that national standard's maintenance, testing and safety-device requirements by reference into the local Property Maintenance Code rather than writing separate local mechanical specifications. The same amended chapter requires related mechanical and electrical systems in the same building to stay code compliant: Section 604.1 requires every occupied building's electrical system to comply with the City's adopted California Building Codes, and Section 604.3.1.1 requires electrical distribution equipment exposed to water, tampering or physical damage to be replaced under the current California Electrical Code as the City has adopted and amended it.

Because Chapter 15.34 carries a single administrative framework across all of its Property Maintenance Code amendments, a failed or unmaintained elevator, escalator or dumbwaiter is treated the same as any other unsafe building component: the Building Official can act under Section 107, as amended at § 15.34.020, to serve a notice of violation ordering the owner to bring the equipment back into ASME A17.1 compliance, and Section 109 authorizes the code official to declare an unsafe elevator an unlawful structure or equipment subject to repair, restoration or removal from service until it is restored to a safe condition.
