Yorba Linda, CA Building Safety: Plumbing Permits (2026)

Under § 15.24.010, the City of Yorba Linda adopts the California Plumbing Code, 2025 Edition, incorporating the Uniform Plumbing Code, 2024 Edition, as its Plumbing Code, with a certified copy on file with the City Clerk. Section 15.24.020 amends the administrative chapter to add a narrow permit exemption at 104.2(3): when it is not tied to any construction, alteration or addition, reinstalling a residential kitchen or lavatory faucet, water closet, dishwasher, garbage disposal or water softener does not require a plumbing permit, though associated electrical work still needs its own electrical permit and inspection.

Every other plumbing installation, from new water supply lines to appendix H private sewage systems, needs a Building Division permit before work begins. Under 104.4.3, an issued permit becomes invalid if work is not commenced within 12 months of issuance, or if work is abandoned for 180 days after it starts; a permit holder can request one or more extensions of up to 180 days each from the Building Official, but only before the original permit or application expires. Permits that lapse can be renewed for 50 percent of the original fee within one year, or 100 percent after a year.

Section 104.5.2 makes clear that starting plumbing work without a permit triggers a mandatory investigation by the Building Official, who requires all concealed foundation, framing, electrical, plumbing and mechanical work to be exposed for inspection, and the resulting investigation fee equals the full permit fee that would otherwise have applied, on top of the permit fee itself. Table 104.5, the printed fee schedule, is deleted from the code text and replaced citywide by the fee resolution the City Council adopts, so current dollar amounts are set by resolution rather than the ordinance.
