Glen Cove, NY Building Safety: Plumbing Permits (2026)

Chapter 212 of the Glen Cove City Code governs plumbing work in the city and adopts the New York State Uniform Fire Prevention and Building Code's plumbing definitions for any technical term it does not define itself (§ 212-1). Before any plumbing or drainage job can start, the master or employing plumber must file a duplicate application, on forms from the Building Department, and get it approved by the Chief Building Inspector, who then issues a written permit; starting the work first is unlawful (§ 212-2).

To be eligible to file at all, a person must first hold a certificate of competency from the City's Examining Board of Plumbers, obtained by passing a practical skills test and a written examination requiring a 70% passing grade, open only to applicants with at least five years' experience as a journeyman plumber (§ 212-2, § 212-9). A domestic corporation may operate as a plumbing business only if officers holding at least 51% of its stock each individually hold that certificate (§ 212-9). Every qualified plumber must also display a metal plate reading licensed plumber in the window of the business, and must surrender it on retiring from the trade (§ 212-9).

Certificates and licenses expire December 31 each year and must be renewed by the following February 1 or the plumber must reapply and retest from scratch (§ 212-2). daily except weekends and holidays (§ 212-5, § 212-6).
