Kenner, LA Building Safety: Plumbing Permits (2026)

Chapter 5 of the Kenner Code of Ordinances was rewritten in its entirety by Ord. No. 8165 (Sept. 2, 1999), and then, under Ord. No. 9425, § 2, adopted Jan. 4, 2007, the City Council adopted seven technical codes by reference as the State Uniform Construction Code, annexed as Exhibits A through G. Exhibit F is the Louisiana State Plumbing Code, 2000 Edition, and it governs all plumbing work undertaken in the City of Kenner going forward. Once that code applies, Sec. 5-97 requires that new heating, plumbing and electrical installations be done under permit and in accordance with the rules of the appropriate city regulatory agency, that fixtures be kept in safe operating condition, and that plumbing appliances discharge into the municipal sewer system rather than into ditches, canals or the ground.

A related provision, Sec. 5-98, requires every dwelling unit to have a bathroom with a flush-type water closet, lavatory, and bathtub or shower in working order, tying the plumbing code into the city's separate minimum housing standards. Working without a city plumbing license is treated as a distinct offense from working without a permit: holding oneself out as a 'plumbing contractor' without a valid Kenner license is barred by Sec. 5-79, while starting construction before a permit issues is barred separately by Sec. 5-80. Both violations are enforced by the Kenner Department of Inspections and Code Enforcement, which can refuse to finalize or inspect work performed outside these rules.
