Smyrna, GA Building Safety: Plumbing Permits (2026)

Section 18-7 adopts, for the installation, alteration, removal, use, location and maintenance of plumbing equipment, plumbing fixtures and systems in buildings and structures, the Standard Plumbing Code promulgated by the Southern Building Code Congress in Birmingham, Alabama. The edition is the latest one adopted by the state, and the adoption carries the code's permit provisions. It takes effect except for portions in conflict with the Smyrna Code or deleted, modified or amended, and not fewer than three copies are filed in the office of the building inspector.

Permits run through Community Development. Appendix A § 1304 requires all building permit applications to be made to the building inspector. Residential stand-alone permits for plumbing, electrical and mechanical work, excluding structural work, do not require plans unless the chief building official requests them. Other building permits need complete plans in duplicate, drawn to scale and prepared by an architect, engineer or land surveyor with a current state registration and seal, although the chief building official can waive plans when the work does not need them to show compliance with the current building code.

Section 18-11 says a permit or plan approval is not a permit for or approval of any violation of the chapter, and the enforcing officer can still require correction of errors or stop work that violates the chapter or city regulations. Under § 18-35 the building inspector enforces all laws relating to construction and alteration of buildings, and § 18-36 lets the inspector, on proper identification, enter any building, structure or premises at any reasonable hour. Section 18-4 requires contractors, including those doing work with metallic piping, to hold a certificate for the calendar year. Section 18-7.1 provides that the state self-inspection option for water and sewer projects by master plumbers or utility contractors under O.C.G.A. § 8-2-26(d) does not apply in the city.
